Rwanda Launches First ‘Halfway Home’ to Support Inmates’ Social Reintegration

On Wednesday, 3 September 2025, the Minister of Interior, Dr. Vincent Biruta, presided over the launch of the first phase of the Social Reintegration Centre, commonly referred to as a “halfway home,” in Rwamagana District.

The facility is designed to support inmates nearing the end of their sentences by easing their transition back into society. This initial phase will accommodate up to 250 female inmates.

In his remarks, the Minister urged the residents of the facility to seize this opportunity to prepare themselves for life after prison, emphasizing the importance of becoming law-abiding citizens who can inspire others to respect the law rather than fall into recidivism.

The program allows inmates in the final stages of their sentences to live at the centre, where they may leave during the day for work or training and return in the evening. This gradual reintroduction is intended to help them adapt to life outside prison and reduce the likelihood of reoffending.

The centre will provide a range of programs, including civic education and vocational skills training, to equip inmates with the tools needed for independent living after release. Families will also be able to visit their relatives during their stay at the facility.
