Responsibilities | |
| The Ministry of Interior has the following responsibilities: |
|
| 1° to maintain the security of people and property; 2° to develop policies, strategies, laws, and regulations regarding internal security and correctional services; 3° to ensure effective performance of the affiliated institutions; | |
| 4° to ensure community engagement on internal security activities; |
| 5° to establish mechanisms to prevent illegal possession of fire arms; 6° to ensure proper management and use of mining explosives and fireworks; 7° to promote cooperation with regional and international institutions in charge of internal security and correctional services |
The Minister
Dr. Vincent Biruta
Minister of Interior of Rwanda
Dr. Vincent Biruta is the Minister of interior of Rwanda, from 12 June 2024.
Prior to this, he served as the Minister of Foreign Affairs and International Cooperation in Rwanda.
Minister Biruta served as Minister of Environment from 2017, Minister of Natural Resources from 2014 and Minister of Education from 2011. He also held the position of President of the Rwandan Senate from 2003 to 2011.
He served as the President of the National Transition Assembly from January 2000 to August 2003, Minister of Public Works, Transport and Communication from 1999 to 2000 and Minister of Health from 1997 to 1999.
Minister Biruta is a qualified physician. He furthered his studies in Planning and Management of Health Services in Developing Countries at the Université libre de Bruxelles in Belgium. He is also a holder of a post-graduate diploma in Public Health and Nutrition from the Université catholique de Louvain in Belgium.

Permanent Secretary
SESONGA Benjamin is the Permanent Secretary in the Ministry of Interior since 26th January 2022. Prior to the Appointment, he served as the Director General of Corporate Services in the Office of the Prime Minister since 2009.He serves as the Member of RTDA Board of Directors, and the Chairperson for the Audit Committee of the Board since 2013.
He holds a Master degree of Economic Policy Management from Makerere University / Kampala, and Bachelor’s degree in Management from the National University of Rwanda.
