On Tuesday 4^th August 2026, the Ministry of Interior (MININTER), in collaboration with the Ministry of Local Government (MINALOC), Rwanda Defence Force (RDF), Rwanda National Police (RNP), National Intelligence and Security Service (NISS), Rwanda Mines, Petroleum and Gas Board (RMB), and Rwanda Environment Management Authority (REMA), convened a one-day workshop bringing together companies that use commercial explosives in mining and quarrying operations.

The workshop follows a nationwide joint physical inspection conducted at mining and quarry sites, Rutongo National Storage, and commercial explosives sub-storages across the country. The inspection aimed to assess compliance with laws, regulations, and safety standards governing the storage, handling, transportation, and use of commercial explosives.

The joint inspection identified several issues requiring immediate attention.

The workshop provided a platform to present the findings of the inspection to companies using commercial explosives and to discuss recommendations aimed at improving compliance with the legal and regulatory framework governing commercial explosives.

In his remarks, CP (Rtd) Vianney NSHIMIYIMANA, Head of Small Arms and International Cooperation department emphasized that the safe and responsible management of commercial explosives is a shared responsibility requiring close collaboration between government institutions and the private sector. He noted that strict adherence to safety procedures, environmental protection measures, and regulatory requirements is essential to safeguarding lives, property, and the environment.

Participants also engaged in discussions on best practices for explosives management, measures to enhance safety during blasting operations, and strategies to strengthen coordination among regulators, security institutions, and mining companies. The workshop further highlighted the importance of ensuring that all explosives are properly stored, transported, used, and disposed of in accordance with applicable laws and regulations.
